ABOUT THE SEMINAR
According to International Labour Organisation (ILO), Social Security means the protection that a society provides to individuals and households to ensure access to health care and to guarantee income security, particularly in cases of old age, unemployment, sickness, invalidity, work injury, maternity or loss of a breadwinner. With a view of achieving this security ILO has introduced various instruments, most of which India is a party to. Apart from this the United Nations Universal Declaration of Human Rights asserts that social security is an inalienable human right. The same is reiterated in the International Covenant on Economic, Social and Cultural Rights of 1966. In spite of the existence of these documents, the reality is very bleak. Only 20% of the world population i.e. one in five person is adequately covered with social security benefits. More than half of the world's population lacks any kind of social security benefit. In middle income countries the percentage of population covered under such schemes range from 20% to 60% only. Social security has always been a primary focus area of various plans and policies of Government of India since independence. In spite of this the reality in India is not much different from the rest of the developing middle income countries. One of the major reasons for this is that the majority of the work force is employed in unorganized sectors. It is in the light of these facts, the School of Legal Studies is organizing this international seminar to delve into the different aspects of social security. The intention is to establish a background as to the scope of present coverage of the different social security measure to the different stakeholders and to identify the gaps in the existing laws. The aim of this International Seminar is to come out with a concrete suggestions for the improvement of existing legal frameworks, based on the jurisprudential understanding of the concept and its working, so that the right of social security can be achieved in reality.
